The ARRB, while not authorized to conduct an "investigation" of the assassination, nonetheless crossed into grey areas, particularly in its attempt to "clarify" the medical evidence. ARRB Senior Analyst Doug Horne wrote several lengthy an insightful memos into the state of the medical evidence and possible explanations for the discrepancies in the record.
